Construction Summary
North Clackamas Parks and Recreation (NCPRD) is partnering with the Oregon City School District (OCSD) to cooperatively develop a new neighborhood park at 18521 River Rd. (Jennings Lodge Campus), property owned by OCSD. Through an Intergovernmental Agreement with OCSD, NCPRD can construct and operate a public park at this location for a minimum of 20 years. Project Scope: NCPRD is requesting a contractor to install park improvements and amenities and half street improvements, and as detailed on the project plans and specifications. The school district owns the property and operates the OCSD Early Learning Center and Preschool Promise program in the school building on weekdays. They also operate non-school day and summer camps for all students currently enrolled in grades K-5 in the community. NCPRD has an agreement with the school district to design, build, and operate a park on the west end of the underutilized property due to its unimproved and aging condition. The new park will consist of: • About 1.75 acres of dynamic open space for the community • Up to 0.15 acres fenced off for the early childhood education program at Jennings School (open to the community during non-school hours). Currently, the developable portion of the site includes: • Rusting chain-link fence surrounding the perimeter of the property • Large open, grassy field with two aged baseball/softball cages, each accompanied by one small (3-4 person) bench • Small and aged play structures, such as a swing set, balance beam, and monkey bars • Covered asphalt “shed” measuring approximately 50’ x 70’ • Small, uncovered asphalt play area with an aged funnel ball game • Fenced-off stormwater facility measuring approximately 37’ x 120’ • Small gravel walkway parallel to a 15-car parking lot • Fenced trash enclosure. The design supports child development, community gathering, and climate resistance for the neighborhood. Features include: • An expansive tree canopy, creating an urban oasis • Perennial meadow, seasonal stream bed, and low woodland understory • A network of shady, winding pathways dotted with benches • Two nature-inspired playgrounds where kids of all ages and diverse abilities can climb, swing, spin and balance • Stormwater will be treated and managed on-site in various bioswales and dry wells and infiltration planters in the streetscape right of way

Construction Summary
The scope of Work includes but is not limited to the following. a. The project is a new library for City of Washougal. The program includes common public library areas including Adult, Teen, and Children’s spaces consisting of book stacks, reading areas, activity areas, a flexible community room, and smaller meeting and study rooms. There are also administrative offices, staff work areas and library functional support spaces. TPO roofing, formed metal wall panels, wood siding, brick masonry veneer, concrete unit masonry, concrete, cold-formed metal framing, shop-fabricated wood trusses, interior finishes, aluminum entrance and storefront, fiberglass windows, doors, interior finishes, casework, specialties, vertical platform lifts, mechanical, plumbing, fire protection, electrical, site work, utilities, planting, and design-build irrigation. Deductive Alternate 1: Subgrade Protection Base Bid: Geotextile filter fabric included in slab on grade assembly as indicated in 9/A-511 above the existing sub grading. Alternate Bid: Exclude Geotextile filter fabric. Additive Alternate 2: Additional Drywell Base Bid: One drywell, as indicated in drawings. Reference Civil Series. Alternate Bid: One 15-foot-deep, 72-inch-diameter drywell, perform post-construction testing, and determine whether additional drywells are required. Additive Alternate 3: Roof Product - PVC in lieu of TPO Base Bid: TPO Roofing for entirety of roof and Mechanical Well Alternate Bid: PVC Roofing in lieu of TPO Roofing. Additive Alternate 4: Sacrificial Mockup Base Bid: No standalone mockups. All mockups are to be in place. Alternate Bid: Standalone mockup for the purpose of testing and material mock-up. Includes: 6’-0” brick wall (WA1) with small fiberglass punch opening (FIBERGLASS WDW).Turn wall (WA1) to mimic plan design angle. 3’-0” of veneer curtain wall system (ALUM CURTAIN WALL). All associated waterproofing and sheet metal flashing. Graffiti coating (GRAFFITI CTG) on brick wall (WA1). Additive Alternate 5: DAS Base Bid: ERRC DAS Infrastructure Provide rooftop mounted 2” conduit weather head above IT/Tech Room 125. IT/Tech Room 125 is to be 1hr fire rated for ERRC distribution equipment. Alternate Bid: Full ERRC DAS (Deferred Submittal) Provide a fully functional code-compliant emergency responder radio communication system. Cost Estimator’s Cost Opinion: Base Bid: $ 11,830,000. Alternate 1: Subgrade Protection - $15,000. Alternate 2: Additional Drywell - $29,000. Alternate 3: Roof Product - PVC in lieu of TPO - $45,000. Alternate 4: Sacrificial Mockup - $61,000. Alternate 5: DAS - $38,200.
